Emile Ettedgui

Emile Ettedgui is a Senior Operations Research Analyst for GAO’s Center for Technology and Engineering Science within the Technology Assessment, and Analytics (STAA) mission team, where he focuses on cost analyses across numerous government agencies. Prior to joining GAO in October 2018, Emile was an Operations Analyst at the Air Force Cost Analysis Agency, where he served as a cost estimator and focused on agile software development programs.

He began his career at NIST, where he investigated the performance of organic light-emitting diodes. Subsequently, he assessed technologies for major acquisition programs at RAND primarily in support of the Department of Defense. He then supported the Office of Science and Technology Policy with high level schedule models at IDA. He was the cost estimator on the strategic defense planning team at NATO, where he participated in the Defence Requirements Review. While there, he also served as a data analyst for ISAF HQ.

Emile holds a BS in physics from Rensselaer Polytechnic Institute, a MA and PhD in physics from the University of Rochester, and a MS in Technology Management from the University of Maryland University College. He is a Certified Cost Estimator/Analyst.
