Mr. Steuterman is the Director (Acting) of the Department of Homeland Security’s (DHS), IT Investment & Analysis Division. His division is responsible for managing the process of selecting, governing and evaluating Information Technology (IT) investments for DHS’s $7.3 billion IT portfolio.

Mr. Steuterman has a long and distinguished career in the federal government serving in the U.S. military and as a career civil servant. Mr. Steuterman has a broad and extensive background at both the enterprise and investment level in Capital Planning and Investment Control (CPIC), IT Portfolio Management, IT Project/Program Management, Acquisitions, Budget, and Finance.

Prior to joining DHS, Mr. Steuterman was with the U.S. Department of Agriculture (USDA) where he ended his time as an IT Portfolio Manager for two of the larger portfolios within the department. Prior to his time at USDA was with the Department of State (DoS) where he ended his time as the CPIC/Budget lead that was responsible for IT oversight and support, including a $530 million budget to develop, deploy, and maintain systems worldwide. Prior to his time at DoS, he was with the Social Security Administration where he ended his time as an IT Investment Manager where he was responsible for supporting all enterprise level IT investment management decisions; that included IT oversight, strategic direction, and portfolio optimization for an IT portfolio of over $2.1 billion. Mr. Steuterman also held positions with the Department of Treasury where he ended his time as an Investment Project Manager where he was responsible for the entire CPIC program for a major IT Investment that disbursed over $590 billion annually.

He was a Distinguished Military Graduate from Pittsburg State University and received an Army commission upon graduation. His military assignments include Joint Operations Command, Brigade Assistant Operations Officer, Battalion Anti-Terrorism Officer, Battalion Assistant Operations Officer, Battalion Assistant Intelligence Officer, Company Commander, Company Executive Officer, and Platoon Leader. His operational deployments include Southwest Asia (Operation Enduring Freedom and Operation New Dawn) and Eurasia (Humanitarian and Civil Assistance mission).

Mr. Steuterman was born in St. Louis, MO. He holds a Bachelor of Arts Degree in History from Pittsburg State University; a Master of Business Administration from MidAmerica Nazarene University; a Master of Project Management from George Washington University; is an acquisition professional that holds a Federal Acquisition Certificate for Program and Project Managers Senior Level (Lvl III); a Federal Acquisition Certificate for Contracting Officer Representatives Senior Level (Lvl III); and is a Certified Technology Business Management Executive.
