Shanna Webbers is the Chief Procurement Officer for the Internal Revenue Service (IRS), Office of the Chief Procurement Officer, overseeing the agency’s contracting budget of over $2.5 billion and 400 Procurement personnel.  She provides executive leadership and direction in all matters relating to the planning, direction, coordination, and control of Procurement programs for the IRS, Treasury Departmental Offices and Information Technology requirements for the Bureau of Engraving and Printing.

Shanna served as the Acting Senior Procurement Executive for the Department of the Treasury from October 2018-March 2019, where she oversaw procurement operations of eight Bureaus with annual contract obligations valued at over $4.6 billion. Shanna was responsible for the Department’s acquisition system, including: policy development; establishment of acquisition goals; evaluation and monitoring of bureau organizations; strategic sourcing; governance of federal-wide and Treasury procurement systems; career management; and, continuous improvement of the acquisition environment.

Prior to joining the IRS, Shanna spent 25 years working in various organizations throughout the Department of Defense, including the Office of the Secretary of Defense, Secretary of the Navy, U.S. Marine Corps and the Defense Logistics Agency. 

Shanna is a 2014 graduate of the Senior Executive Service Candidate Development Program. She holds a Bachelor of Science degree from East Carolina University, a Master of Science degree from Central Michigan University and a second Master of Science degree in National Resource Strategy from the National Defense University. Shanna is a member of both the Defense and Federal Acquisition Corps and is certified in Contracting, Program Management and Life Cycle Logistics. Along with her substantial education and executive leadership experience, Shanna brings wealth of acquisition and project management skills and a high standard of professionalism.
